What is an Integrated System Plan?

We are one of the first U.S. utilities to shift from an Integrated Resource Plan (IRP) to an Integrated System Plan (ISP). While an IRP focuses solely on generation resources, an ISP plans for the entire power system in one process and integrates a variety of community stakeholder and customer perspectives.

This first ISP serves as a holistic roadmap for the power system of the future. It considers evolving customer needs for reliability, affordability and sustainability while also achieving our 2035 Sustainability Goals.

Since publishing the first Integrated System Plan, we have made significant progress in advancing the 10 ISP actions. These actions are designed to be specific steps that SRP can take today and moving forward to support the implementation of the System Strategies and SRP's long-term goals.

Time-of-use plans

Powering smarter energy choices

  • Launched SRP Daytime Saver™ Pilot with 1,000 residential participants
  • Achieved 24% reduction in on-peak demand and 18% increase in super off-peak usage
  • Pilot informed 2025 price process; Board approved new TOU hours in February
  • New TOU effective as of Nov. 1, 2025; legacy plans will be discontinued by November 2029
  • Education campaign underway

Programs and electrification

Empowering customers to electrify smarter

  • Delivered 649,000 megawatt-hours (MWh) of energy savings, 102% of FY25 target
  • Enrolled 176 megawatts (MW) of demand response capacity across 102,000-plus devices and 720-plus facilities
  • Achieved 116% of FY25 goal for E-Tech program with 21,000 MWh impact
  • Committed to launch a residential battery-focused virtual power plant pilot by December 2025
  • Introduced new rebates for cool roofs, ENERGY STAR® windows and HVAC tuneups

Resource selection

Expanding SRP’s clean energy portfolio

The why

SRP is currently experiencing changes driven by rapid economic growth, supply chain challenges, regulatory changes, climate change, and the increasing momentum behind decarbonization and electrification.

Given the rapid pace of change in the power industry, minimizing risk and meeting our customers’ needs over the next decade will require a complete transformation of the SRP power system, including:

  • How, when and where we generate and store electricity
  • How we deliver electricity over our transmission and distribution systems
  • How we engage with our customers through rate design and customer programs

As part of this transformation, SRP has evolved to an Integrated System Plan which engages hundreds of community representatives while providing key insights and a roadmap to serving our community’s energy needs.

Key findings from the 2023 ISP Report

During our ISP analysis, we studied how customer needs, infrastructure buildout and operations could evolve under a wide range of future scenarios and uncertainties. We also learned how our actions can influence reliability, affordability and sustainability.

Based on what we learned from the key findings, SRP will need to implement the following System Strategies:

Energy Investments

Invest in renewable resources and storage to manage fuel consumption and drive carbon and water reductions.

Capacity Investments

Invest in firm generation, including natural gas, to support reliability and manage affordability, while also supporting advancement of emerging firm technologies.

Proactive Transmission

Proactively plan to expand transmission infrastructure to enable generator interconnections and load growth.

Distribution Innovation

Ensure distribution grid readiness to maintain reliability and enable customer innovations to drive carbon reductions.

Partnerships & Suppliers

Explore partnerships and supply chain and development solutions that manage cost and availability to meet the pace of transformation.

Evolution of Customer Programs & Pricing

Evolve pricing and customer programs to improve economy-wide carbon reductions and pace infrastructure development, while recognizing customers' diverse needs.

Strategic Investment & Reinforcement of Existing Assets

Reinforce and maximize value of existing infrastructure with strategic investments to manage affordability and ensure future performance, grid security and resilience.

Going forward

By planning for the entire power system within one process, we can identify solutions across the entire system and how those solutions must work together to better serve our customers. Looking ahead, here are some things our customers can expect from us:

  • New energy infrastructure to help meet the Valley’s needs
  • Increased education about when to consume and conserve energy
  • More opportunities for electric vehicle (EV) charging programs
  • Expansion of electrification program offerings
