No increase to customer bills
On Oct. 1, the SRP Board of Directors concluded a public pricing process, which began on July 13, by approving price changes effective with the November 2009 billing cycle*, which for most customers begins in October.
This action, which results in no net increase to customer bills, incorporates the following changes:
- Decreases the Fuel and Purchased Power Adjustment Factor by 2.5%, beginning with the November 2009 billing cycle. This decrease reflects lower anticipated fuel and purchased power costs over the next six months.
Currently, the adjustment mechanism permits adjustment twice a year (beginning with the May and November billing cycles). As of Nov. 1, 2009, SRP management may propose a revised factor at other times during the year, if over- or under-collection of fuel and purchased power costs exceed $20 million at any point in time. The frequency of these additional adjustments is limited to no more than once per semi-annual period.
- Establishes an Environmental Program Cost Adjustment Factor to collect for costs related to meeting renewable energy, energy efficiency and climate change requirements.
The establishment of the adjustment factor increases overall customer prices by 2.5%.
SRP management will project the recovery of these costs on an annual basis and publish the proposed factor for the next year at least six weeks prior to the Board's decision on implementing the recommended factor. If approved by the Board, the new factor would take effect each year with the May billing cycle.
If revenues to cover these program costs are over- or under-collected by more than $20 million at any point in time, SRP management may seek Board approval for a revised factor during the year. The frequency of these additional adjustments is limited to no more than once per fiscal quarter.
- Expands the Net Metering Rider to include renewable technologies other than solar. Customers with qualifying renewable energy generating systems who generate excess energy will be credited at an average market price once a year (during the May billing cycle).
- Extends the Energy for Education Pilot Rider, which helps schools make energy-efficiency improvements, by three years to Oct. 31, 2012.
Board consideration of the base price increase proposed for November was delayed. SRP customers will be notified later this year about a revised proposal for 2010.
