Basic Price Plan
The Basic Plan, also known as E-23, is usually best for residential customers who use relatively small amounts of
electricity each month (less than 1,000 kilowatt hours) or those who are not able to benefit from the Time-Of-Use price plan by shifting their electricity usage
to off-peak hours.
Plan levels
The Basic Plan divides the year into three billing periods:
- Winter (November through April)
- Summer (May, June, September and October)
- Summer Peak (July and August).
New this year: As of May 1, 2008, the Basic Plan has two pricing tiers for Summer and Summer Peak -- one for the first 2,000 kWh of usage, and one for energy use above 2,000 kWh. In the winter, the first tier covers energy usage to the first 400 kWh, and the second covers
usage above 400 kWh.

Limited income: Customers on limited incomes may be eligible for the
