Forming a Water Delivery District
An irrigation water delivery district is a group of adjacent landowners who
enter into a cooperative relationship to handle the operation and maintenance of
a neighborhood irrigation system.
Arizona State law prescribes the procedure for establishing such districts in
the Arizona Revised Statutes Title 48 - Special Taxing Districts,
Chapter 1, Articles 10 and 11 and all of Chapter 20.
SRP is providing this information to landowners within its service territory
as a courtesy only. State and county officials set the process of establishing
these districts, and questions about the process should be directed to those
entities or discussed with an attorney.
Once you have determined that your neighbors are interested in forming a
water delivery district, follow these steps to form a water delivery district:
Step 1: Obtain approval to form a water delivery district
(by ordinance or resolution) from the governing city or town (ARS
48-261 subsection E).
Step 2: Complete and submit a special taxation impact
statement (view sample) (ARS 48-263).
Step 3: Submit city or town approval and impact statement to
the Maricopa County Board of Supervisors. The Board of Supervisors will decide
if the petition to organize (see Step 4 below) may be circulated for signature
of the landowners within the proposed Irrigation Water Delivery District (ARS 48-261 subsection A, paragraph 4).
Step 4: Complete and submit a petition to organize an
irrigation water delivery district (view
sample) (ARS 48-3422).
Step 5: Pursuant to ARS 48-3422 subsection C, the petition to organize an irrigation
water delivery district within the SRP irrigation service territory must be
approved by SRP. Please submit a copy of your petition to:

If approved by SRP, you will receive an executed copy of the SRP consent form
(see exhibit C).
Step 6: Submit petition to organize and SRP consent form to
the Maricopa County Board of Supervisors. The Board of Supervisors will decide
if the proposed Irrigation Water Delivery District will be approved (ARS 48-271).
